Second-Class Diplomacy

Turkey prepares to receive Iraq President Jalal Talabani this week, but is pointedly refusing to acknowledge the visit as "official." As Gareth Jenkins writes, Turkey "still regards him primarily as a Kurd rather than the president of the whole of Iraq." Talabani is to meet with Gül and the two are expected to discuss energy and security issues, including the PKK.
